I know some members here have successfully used the puppy apartment with their puppy, but I don't recall reading about it with an older dog.
I've always potty pad trained my yorkie. That works best for us with winter weather and my erratic work schedule. I like the pads because they are easily portable and can be used anywhere. I've put pads down in friends homes, my sons dorm room and even in my car boot when traveling.
If I were to want to train an older dog, personally, I would take a potty pad outside with me and when she went pee, I would soak up some of the pee with the pad. I would then place that pad by the door I took her out to potty and praise like crazy and give a treat when she goes on it
