Question Hyper male Yorkie 16 week old puppy

I think my Yorkie puppy is hyperactive. He is 16 weeks old and so different from my female who is now 3 years old. He is so hyper that when I'm holding him he'll try to jump out of my arms. If I hold on to him he will shake his head and whole body hard. I'm amazed at just how hard he wiggles to get down. There is no holding him still and he mouth's everything. If I use the broom or vacuum he barks fiercely and chases them and is way too rough with my female Yorkie. I've had him since he was 7.5 weeks old. My female doesn't want to be around him. My vet says he just a male terrier but, I think he is hyper. I've been working with him by using an exercise pen and isolation for discipline. Also I've been working with training him tricks as they say this may help. He is an extremely fast learner and he just potty trained immediately and slept through the night at 8 weeks. There is no food aggression nor aggression toward anything except my broom and vac. I'm at my wit's end. Is his jumpy, wiggly extreme behavior normal for a male Yorkie? Can I expect him to be so overly hyper as an adult? I have raised a lot of puppies and never experienced one like him.
