Just putting it out there... scratching behind the ear may not have been mentioned to the vet, but that, when combined with neuro issues, becomes a 'symptom' or a part of the picture at least. If the vet didn't look for Chiari, it could very easily been missed on any scans/tests. Vets don't normally look for Chiari in Yorkies, as it is more common in other breeds like Cavalier King Charles Spaniels.

All the OP needs to do is ask if the vet specifically checked for Chiari. If yes, fine. If no, then they need to is all I'm saying, IMHO.
