I would think a dog park with all the sounds and smells might be a bit overwhelming. Maybe find another small passive dog in your area and let them slowly warm up. Do not force her the more you push the more stress it will cause. You have to let her warm up at her own speed. Just because other dogs are small they still can be overwhelming. Buster is fairly friendly but he will get shy so I do not push him he knows his comfort zone better than I do.
