Looks pure to me some yorkies have cotton hair. Weight I've seen yorkies weigh 17 lbs , it's not breed standard but can happen. As to legs that's the way he's built. Btw I love his ears too cute. Is he registered akc? You could always get a wisdom panel DNA but he looks pure.
