Well is he neutered? Not neutered dogs tend to mark everywhere like my male yorkie. I let them out 4-5 times a day but the male has a constant belly band in a house as to he is not fixed and used before for stud. I had a friend who had a dog 12 years old that couldn't hold pee or poo and she had to let him out frequently he was sick thou and was put down shortly after due to health issues. He might be getting to the point he's senior and needs frequent potty breaks. Might want to consider a doggy door if you have a fenced in yard or maybe pee pads for him since he can't hold it long.
