9 x 9 is in proportion so you have nothing to worry about. Just to make sure you measured correctly put him into a stack position, measure from his top line to the floor (that would determine leg length) then the back of the neck to the bum, to balance properly he should have a longer rather than shorter neck. I actually prefer leg.
