Very common. It is costly to stock drugs, regulate temp, make room for them, counting, printing, usage explanation, etc. I guess some even suggest charging $20 for overhead alone on each med.
That said, I get your frustration and would be unhappy. It is worth asking if a deal can be worked out/fee waived for long-term meds.
I guess we have a dispensing fee here. No idea how much. It isn't $11 though. Pill cutting (if over x number of pills) is a few dollars. You can get a script, but a vet can charge for that service.
