Have not heard of this. $11 is a lot!
I googled and found at amva.org that some states have "specific guidance for veterinarians on prescription fees." Whether this means the state requires it, or regulates it, it doesn't say.
It might be that the office if trying to cover the vet's time -- because they do look at the chart before writing the prescription/refilling. Still, $11 is high.
