I doubt she'd have allergies at her age, but for an older dog it could be from the pollens etc in the air. At her age, I'd guess it's just sensitivity to the bright sun. Do the eyes water a lot even when inside? If they get goopy and the if the goop is greenish - then she may have an eye infection.
