I was addressing your OP which said there were tangles and assumed it would be well more than one or two. And if you don't mind a gap or two, tangles can be cut out and grow back over trying to get them out the hard way over shaving. But if there were many, say five or six, I'd still go for shaving back and starting afresh. If the groomer shaved your dog over two tangles that could have been cut and teased out gently without hurting the dog, then you should complain and never return to that groomer.
