A lot of dogs lick for something to do or as a stress reducer/nervous habit as humans might kick out a foot, twirl a pen or tap on the desk. It can get to be habitual-to-OCD type behavior so I would redirect her with a "No" command(not harsh or scary-sounding - just "No" firmly spoken) and get her to stop and focus on remaining calm and still or playing with a tossed ball or treat-filled kong until she's forgotten the new habit.
