I started with PetPlan and was at first satisfied - then they started raising their rates, A LOT. And they do base their raises partially on how much ins you've used.
When their rates became ridiculous, I then switched to Healthy Paws - I chose HP out of a bunch bc of how they do their deductibles and how they raise their rates.
