I agree. Yorkies are very vocal. My girl thinks she can talk. When she wants something she makes a sound similar to a growl only it is not as aggressive and much more quiet. If she drops her ball down where she can't reach it and needs help she will make that sound until I figure out what the problem is. When she wants me to shake one of her toys for her it is more of the same. I don't think it is "spoiling" a dog to pay attention to what it is trying to communicate to me.
Dogs are not manipulative in the way humans can be. Yorkies are terriers and a terrier does have a type A personality about certain matters. I always tell people to read up on terrier personality quirks before they get one. There is much more than a pretty face going on there. They are very smart, very feisty, and very loyal to their people. Stubborn might be another description to put on the list.
If your Yorkies is whining then he is trying to communicate something. It took me a while to figure out a toy stuck under the rocker recliner was a problem. If he whines when you are holding the other dog on your lap you may need a bigger lap!
