I'd want to get this kiddo to the vet if it were me. Inappetence in a dog is a sign something is definitely wrong and it sounds like your kiddo has had this for awhile. I'd consult w/ a vet about possible IBD or something - and there are prescription meds that could really help with this.
What are you feeding him? Have you tried a different protein/carb source?
