I understand what you are saying & maybe it was an accidental outing for the Chi's. I would just keep an eye on the situation to make sure this is not a regular thing with the dogs running loose. You do have leash laws where you are so IF it happens often, then I would call to report the dogs are in danger of being hit by a car. They often give a warning 1st before a citation but they would not normally take the dogs unless they run loose all of the time & the people have been cited a few times.
