Check and see if he has dry, flaky skin. Mocha was licking his feet a lot before, when I mentioned to the vet during his annual checkup, the vet said he has dry skin. I put him on high fish diet, plus switched to oatmeal shampoo, and the problem went away. Since then this happened once more and I immediately checked his skin and sure enough, it's dry. So I did the same thing and he's ok again. So please check his skin first.

I don't know about the butt licking, though.
