I am so sorry you had to experience this! The poor pup, stuck with a human who doesn't care.
This is one of the reasons I am so upset about loose dogs, or dogs not under control of a proper leash, or just boneheads who stand at the end of my driveway with their dogs when I am trying to back out. I will be sick if I hit one.
