You might want to try a doggie dermatologist. We have recently been to one. Can't sat it helped much, but the Dermoscent Essential 6 seems to help some. Is kind if messy - you put it on like the heart worm/ flea medication.
Another thing that has helped is bathing her twice a week Hydro Pearls Shampoo. It is supposed to be moisturizing.
She does well for about 2-3 days after her bath then start to itch. I also use Black Passion and I'm not so sure it is not just as good as thr Hydro a Pearls. I also rub a little argon oil on her tummy and it helps some.
Nothing seems to help A LOT, though. Let me know what you find works.
