Default Drop it/stop stealing

Lola has gotten better with the stealing, but it's still a daily struggle. Luckily it's usually just paper or socks, so they won't hurt her. She will steal anything though, including bits of hair she finds on the floor.

She's gotten very good at listening to leave it, but that only works if I catch her before she has something.

I'm not sure how to teach drop it, I've tried using 2 toys, but she won't reliably drop toy1 for toy2. She'll usually try to get both, runs away with toy1 then comes back for toy2, or ignores toy2.
If I have food she's not interested in toys.

When she has things she's not supposed to have she'll either run under the table with it or shows it to me to get a treat.
She knows what she's allowed to have and what she isn't.
The rule is no chasing when she has something, so we have to lure her out with high value food.
I try to teach her drop it while getting the item, but it's hard to catch the right moment and I frequently have to take it out of her mouth.
