Yes, they can get their adult teeth this late, they are rarely all in at 7 months, but enough are in so that they can pull baby teeth and dog still has enough teeth to chew. Since the tooth is loosening, I would hope that Cookie will lose it on her own, but I would call the vet and tell them what's happening. I really think it's great to have a good phone relationship with your vet and his staff. By the way, dogs usually don't have to worry about cavities, they have to worry about tartar and gum disease, and that's why the lose teeth, but she's too young for that to be happening.
