Default Eating Questions

This is the best place I know for advice about my Yorkies, so maybe someone will know.

I have two Yorkies, they each get 7 Tablespoons of food per day, one weighs 8.5 lbs, the other weighs 4.5 lbs. The fat one is always hungry, he gobbles his food and acts like he is always starving. He was not always like this, when he was a pup, he was a picky eater. Why is one like this? Should I be going to the vet over this? One is 1 year, the other (the big Yorkie) is 1.5 years. I have heard of thyroid possiblities causing this, would there be some other sign of this?
