I just signed it!! It would be a great tool for rescues, shelters and breeders to use when selling or adopting out animals...also a great tool for vets, groomers etc to use when they are hiring people that are going to be working hands on with animals. It might be a good deterrent as well. I'd imagine it would pretty embarrassing to be on such a list.
Sadly though, I am sure the abusers would still be able to get their hands on animals as there are lots of greeders out there
