Here you have to hire a cureator (sp) to divorce someone who is "missing". A divorce including cureator's costs will run me @ $2000 and I don't have that kind of money at the moment. I have a "Divorce Mat Fund" and I put money in it when ever I can. Hopefully I will have the money soon to divorce him! I do qualify for the Pro-Bono Project BUT they won't help you unless you have an address on him.
