I think all governments need to pass a law that you sell anything you need a business vendors licence and a tax account number and monitor things. They should have to report the names of the people who buy from them to ensure they are licensing their animals. I know this would be a lot of work, chances are governments won't do that, but they should.

Yeah, I don't understand why breeders don't need some type of business license, I had a small plant business years ago where I showed plants in peoples homes and instructed on the proper care, it was a very small business, yet I need a business license. I don't know all the pros and cons to this, so I can't say that I'm in favor of it, but animals are expensive and it just seems like some breeders are getting a free ride by not being accountable.
Regarding the road side sales, another problem we have here in AZ is that dog fighting is still popular and smaller breeds are often sold as bait while larger breeds are sold for the fights. I get so emotional when I think of this I can't even think straight.
