I'd vote no. Wouldn't want that in any county. Any reason given why they want to do this ?
I think what you are seeing is the law being worked on and at first, it was worded so that the law would only effect those with over 800 thousand, but that was modified and struck out.

Here are some of the reasons for this law.

For too many years in Arizona, irresponsible and unscrupulous breeders have profited from selling their animals in public venues such as street corners, highways, alleys and parking lots.


There is no guarantee of the animals' health or conditions under which they were bred, and little opportunity for recourse if the purchaser is dissatisfied. These are typically cash transactions, with little, if any, accountability on the part of the seller. Many of these animals are purchased impulsively, and are surrendered to shelters when the purchaser has a change of heart or ends up with a sick pet who needs expensive veterinary care.


Fortunately, House Bill 2302 has been introduced to prohibit the sale of animals on public streets and highways. This bill is designed to protect purchasers who may unknowingly buy an animal that is unhealthy or too young, or from a pet mill or backyard breeder who doesn't provide safe and humane conditions for the animals bred and sold.


This ordinance does not:


* Take away a citizen’s right to own animals or sell them in private venues, such as pet stores, dog or cat shows, agricultural sales, state fairs or competitive events
* Prohibit breeders from producing and selling responsibly bred, healthy animals
* Prevent adoption events by animal shelters or rescue groups


Please let your representatives know that you care about the health and safety of animals in Arizona, and urge them to support HB 2302.
