My first thought would to get him a companion.
(Same breed, opposite sex, younger animal)
But, you say no on that, so...

Many of our animals are so people orientated, they just don't do well when alone, however...
I furnish a preponderance of toys,
Allow my guys to access windows, where they can look out and "object" to things happing in "their" territory.
Allow large area access (full house & doggy door to outside).
