My advice would be to keep the two dogs separated for a while. Give your pup time to get used to her presence. When your little one is out, put your foster in a kennel. This will give her the opportunity to get used to the foster without being overwhelmed.
You always have to make sure your pup is your #1 priority. If you don't feel that it is working out, don't be afraid to decide that you cannot do it anymore.
