Look more like a yorkie that's mixed like a with a shih tzuh. google shorkie or shih tzu/yorkie mix and I see a few that look similar to him.
He's cute nonetheless, but agree with capt noonie that if the breeder isn't being upfront that they may be lying about other things too.
Ask them if they have pictures with any of his litter mates. If he is full yorkie it's unlikely all of them look like that if his coloring is just a fluke.
