I looked at the link you posted of the various alleged foods for dental health. None are any good I would definitely avoid them.
Teeth in toy dogs are always a bit of an issue, some have more trouble with tartar buildup and dental problems than other no matter what you do.
Brushing helps and there is also a liquid product called Maxiguard available at most vets that you put a drop on each side of the mouth. The enzymes help tartar from building up and will also remove tartar if not much there yet. But it does not help if there is an infection or abcessed root or gingivitis. That you would have to have a Vet dental done, antibiotics prescribed then you can proceed with Maxiguard once all is taken care of to hopefully prevent issues coming up or at least giving much longer periods between dentals.
