my neighbors dog is off leash an it is bigger than kari.it seems aggressive and I cant take kari out because he is a male and kari and alta are girls

im scared to tell the owners because their dog is righ in front of the house.
the breed looks like a giant schnauzer. its always growling when I pass by him . it doesn't look like he has a shock collar or something.
