If she won't keep a band in her hair the only suggestion I would have would be to cut it. You could always give her a brow shelf similar to what they do on Schnauzers.
How does she ruin it?
When I first got Piper that is what the groomer did to her because it just hung in her eyes, but I was brand new to Yorkies and let her do what she wanted. Now that I know what I want my groomer won't quit cutting between her eyes so now I'm going to be a self groomer.
