It's okay for her to be growling and chewing her toys, this won't make her aggressive, but because she was taken away from her mother too early, she didn't have a chance to learn "inhibition of the biting reflex." This is where they learn to bite gently without using all their force. Their mother usually teaches them this, but now you will have to learn to teach them. As soon as you pup starts to bite your hands, speak firmly say no and put him down. I personally don't think it's a great idea to hold a puppy that teething, without holding something for them to gnaw on besides my hands, and you must remember they are in pain. If biting gets worse you might have to try another technique and I suggest you write your own thread too.
