Omg My Tiny girl

I just took my Yorkies to the vet a few days ago to get some ear cleaner and just for fun I had them weighed.
Ruby is 1 year old and weighs 5lbs (perfect size to me and she is a little chubby so you can't feel her spine or anything).
On the other hand Bella is almost 7 months and is only 3lbs She's a tiny girl and on the thin side but she eats more than Ruby does. I hate when I can feel bones (i know Yorkies are suppose to be small dogs and therefore you should feel some bones but I'v been trying to get her on the chubby side so that she'll have some padding incase she falls or bumps into anything while playing.
I am surprised that she has only gained 1/2 a pound sence her 3rd shots, 3 months ago. Her mom is 6lbs and Dad is 5lbs so when i bought her the breeder said she should be 5lbs or even a bit bigger than Ruby. Bella was also the second biggest in her litter.
Do you think she will hit 4lbs or even 5lbs? The vet said she's really healthy but I just feel bad for her because Ruby will play with us outside for hours but Bella has to stay inside because she gets so cold and shakes even when i bundle her all up.
IMO I don't care how big or small she is because I love her so much and she makes me laugh with how spunky she is, I just feel bad because it seems that her size holds her back from doing things that Ruby or other dogs can do.
