Default Barking problems when walking.

Hi all!!
Whenever I take Belle out for walks, she barks at anyone and everyone who walks past.
I don't know why or what it is. But if someone does come over she's very sweet and playful, not snappy like you'd imagine from her bark.

I'm walking along and she'll spot someone even before I do and she'll bark. I do giggle a little inside, it's almost as if she has little woman syndrome
But it is very embarrassing.

I've started giving her lots of fuss and a small puppy treat on the occasion when she walks past someone and doesn't make a sound, is this the right thing to do?
In my mind it works that "she doesn't bark, she gets praise"
Please correct me if I'm wrong with anything and I'd be so grateful for anymore tips or training techniques.
