That does sound scary.
This sounds like a problem for a professional trainer, although finding the right one can be difficult. I wouldn't use one that subscribes to things like "alpha rolls" like Cesar Milan. My belief and my experience has been that this kind of correction only adds to the problem.
I know you wrote that you would rather not make the hard choice to have Bella live full time with your mom, but it might be in her best interest, and best for your other 2 girls.
I have read of a few cases here on YT where the 3 or more girls just could not get along.
