To set up a user account with limited privileges in Windows:

Start menu > Control Panel > User Accounts

An administrator account must exist first. Then using the administrator account, create a general user account. Give passwords to both and require password login.

Microsoft moves things around and changes names, so it may be slightly different depending on which version of Windows is being used.

Setting up the accounts on a Mac is equally easy.
