I know that a lot of devoted loving mamas here cook for their dogs or do raw - needless to say that is 'wet' or wet food texture too, so although you raise a valid concern about tartar control I think as long as you provide plenty of good options like smoked bones and dental chews (which will have the same effect of breaking up tartar as kibble would if not better) along with regular brushing your little one will have healthy teeth. I do offer a kibble, my girl is little and I feel that free choice kibble keeps her in the glycemic safety zone, we use natural balance small breed bites for our dry because they have such a teeny tiny kibble. We are on duck and potato grain free right now but I think I would prefer to use a legume based food - I heard they recently came out with one. Zignature had a lamb and pea recipe I really liked but their kibble (albeit the sb size) was a bit too large for us. Good luck!
