Maybe add some plain cheerios or put a meal of her regular kibble in there? We used Kongs more often when Toki was a puppy to keep her occupied but I couldn't believe that some people would fill an entire kong with treats and give it to their dog! That volume is an entire meal for Toki LOL so I would just serve her meals to her in it or put something low in calories in there (not treats). I used to mix a can of wet food with a can of pumpkin and use that mixture to seal the ends (you could just use canned pumpkin by itself or plain mashed sweet potatoes or even plain non-fat yogurt...low in calories but tasty). Or you can just fill the entire kong with that same wet mixture and freeze it to keep them busier even longer.
