I'm Sandy too, and I have 3 Maltese/Yorkies and 1 Yorkie..... all girls.

Good luck with the potty training. It must be hard with the cold weather you all are having. My girls are spoiled, and lately don't want to go outside because it is pouring rain. Pee pads are good for that, however I sometimes regret that they also teach doggies that it's ok to potty in the house. Then they can't tell the difference between a pad and a rug or a bath mat, etc. and use them all.
Maybe that has been your e experience but that is not the experience of many others. Gracie was trained from the start to use puppy pads and learned quickly the appropriate potty place. They know very well where to go. Gracie prefers to potty outside but when we are gone or the weather is bad she uses her indoor potty. Puppy pads can be a great convenience for small dog owners.
