Sounds like you have a normal, precocious pup. My first Yorkie did the same things, and I was terrified he'd be run over in the street. I put him through some beginning obedience classes and it made a world of difference.

As for chewing carpet, first try to increase your dog's level of exercise. A tired dog is a good dog. Then try to find a healthy toy that is more interesting than the carpet. They make interactive toys where the dog has to figure something out to get the toy -- squirrels hidden in a tree or treats hidden in a puzzle, etc. You should join in the games at first to make them more interesting.
