The only reason I suggest a three way is to cut down on a pups exposure to unnecessary antigens. According to the OP this pup in particular has had a reaction. Once a pup has a reaction the chance of another reaction is increased for the next one vaccine.

The three way I was thinking of is the Nobivac Puppy DPV which contains distemper and parvo. These are the core vaccines that Dr. Dodds recommends she doesn't consider hepatitis as a core vaccine. If I had a pup that suffered a vaccine reaction I would want to be as careful as possible from here on out as to the amount of vaccines it's exposed to.
