One way is to encourage it's use is to have it within a few feet of a play area and when he starts the circling behavior slide it right by him, then praise praise praise him when he goes on it and give a small treat like a cheerio. I wish you the best of luck, I do remember thinking Joey was house broken at 5 months, ha ha.
