This might be hard to do in 30 below, but I used to play a game with Eddie to make "coming" fun. I'd have him sit-stay and have someone hold him. I'd then walk quite a ways away and call him in a real animated voice. He'd get loads of treads and his favorite treat. I eventually turned it into a hide-and-seek game that was fun for both of us.

In the short term, you might get a long lead and then guide her back. You don't want to turn it into a tug-of-war, but gently guiding might work.

I also like FirstYorkie's idea. Anything you can do to make it fun is better than a leash.
