Terra, if she's not interested in treats, I'd try this. Call her once, pick up Susie and RUN inside. Act like you're having great fun. Don't turn around and look at Annie; ignore her completely. Shut the door. Wait a couple of minutes and open the door to see if she's come.

If she has followed you to the door, I would expect that a couple of repetitions would be all it will take for her to learn that she'd better follow you or get left outside in the cold.

If that doesn't work, let us know!
