Military wives are not vetted much beyond making sure they don't have any warrants against them, unless they are a foreigner, then they are checked out more stringently. I think we are all a little feisty when it comes to out kids, whether they have 2 or 4 legs. Give Rasta another treat, he knew that lady wasn't good. If you can remember what she looked like I would file a complaint with base security, and give them a description of her, at least they'll know someone is out there trying to steal dogs on base.
