Should've clarified. She'd be going to a different grandmother's house. My paternal grandmother (who we used to semi-live with) has moved out of state, so she'd be with my maternal grandmother and her one and only dog (coincidentally a yorkie, but I really don't want HER picking up Tallulah's bad habits either).
The noise distraction thing is just what you described with the air horn. Some people use a bike horn or a dog whistle. I think it's the only way I'm going to be able to break them of it, but I don't want them to just start ignoring the horn, which is why I could use some pointers.
