I know what you mean - I'm now NOT in Houston anymore - and out here see it all the time - even rescued a dog tied to a tree and another was given to my roomates brother - NO one took care of these sad defeated dogs - the bassett hound was a NEW doggie once we got him away from there
I guess country people where I am now never think to protect them and it is a big problem here
