I think it just depends on the dog. Some of them never change color and will always have a cotton coat, black and tan. Some of them get a silky coat, steel blue and tan, which should change by the time they are 1 year old.
I gave my Brownie a super short cut in the summer and now she has a full coat again. It's like our hair, some people's hair grows faster and some grow slower.
