These dogs are such creatures of habit. Getting her to potty on a pad is going to take a lot of training. Maybe a nice sweater and a quick trip outside is best for now. It appears she is well trained to go outside so it may not be a good thing to try to change her habits at this point. It may be too confusing for her.
Gracie was a pup when I got her. I pad trained her first and then later started taking her outside. We kept the pads around though for when we were going to be away from home for more than a couple hours and for bad weather. You didn't have much choice in the matter. I hope your weather gets better soon! We are in the midst of it too.
